I am working on this and decided the simple thing we can do is to modify existing l10n
kickstart files and use livemedia-creator to generate language based LiveCD images. I am
going to submit a patch to l10n kickstart files to change comps group to langpack
metapackage that now we have in Fedora. This will make sure when we build language based
LiveCD, it will pull only required language packages also. Will provide more updates on
this soon.

At my knowledge, langpacks :
* works fine from command line,
* works fine from netinstall
* doesn't work from live install.
This last point should be addressed, is the "per-language LiveCD images"
the solution ?
I have an idea : as it is possible to select wayland or X11 on login, is
it possible to select language ?
