I suggest filing a bug report at
https://bugzilla.gnome.org/enter_bug.cgi?product=gdm and request them
to add additional option to select language along with desktop
environment.

About langpacks : looks good and bad at the same time. I understand it
means one LiveCD per locale.
Good in terms of communication, we can say we have a dedicated version
for each language, sounds local and close to people.
But in terms of server space/network bandwidth/torrent sharing/URL
sharing/quality testing, it looks like pretty difficult to handle.
I would suggest to keep it as it now and search for a better solution.
One idea : add mechanism to suggest installation with gnome-software,

It may looks like : "Oh, your locale is fr_FR ? Would you like to
install the langpack-fr so you get all needed packages ?"
