The content is not translated in the software you use:
 * if not translated by L10N team (you need to go check the translation platform used)
    => write a request to local bugzilla tracker (ex: Fedora > Fedora Localization > French [fr]) or use local mailing-list (ex: trans-fr)
 * if translated by L10N team
    => create a ticket into upstream project and ask for translation inclusion in next release, and add trans-bugs@lists.fedoraproject.org

You noticed an issue in some software that impact other languages:
 * you add trans-bugs in copy (ex: https://bugzilla.redhat.com/show_bug.cgi?id=1386085)

When you inquiry other teams about translation:
 * you add trans-bugs (ex: https://pagure.io/docs-fp-o/issue/30)

do you see other use-cases? I see package request, why not?

Package request is definitely trans related bug, so it should be there as well.

btw, how do we add cc in pagure, trac and github?

For g11n pagure, we can add trans-bug list default, so all tickets will get notified on list. But not sure how to add it in other pagure issues.
