I suggest filing a bug report at
https://bugzilla.gnome.org/enter_bug.cgi?product=gdm and request them
to add additional option to select language along with desktop
environment.
If i remember correctly there was an option with Gnome2 before login.
But as per Gnome3 design its not allowed. But still good to raise issue and
get further opinion.
