Trans bugs list is available now

Hi all,

We were talking about this from some time. On mailing list and also
discussed in ticket. [1]
   List has been created now. [2]

Two action items now:

.1) If one want to get updates on translation bugs, do subscribe to thsi
list.
    2) If you know any open translation bug, please add
[e-mail] into cc of that bug.
