Yes for security/critical bug fixes only.
In practice we do one of the following:
(a) Put fix in upstream and sync rawhide. - Done immediately. - Delay Fedora releases as time permits.
(b) Fix all active Fedora releases. - Simplifies process to do them all (2-3 builds).
We rarely do anything in the middle unless it applies only to one release.
And if I'm being honest we update Fedora only for critical issues or issues which impact other developers doing their work.
