An update to my comment 5 above.
I'm now wondering if I'm hitting a different problem.

In my testing, if aio-max-nr is lower than what Oracle needs, then it triggers
the file desc usage to grow rapidly till the Oracle processes eventually
die/error because the system's /proc/sys/fs/file-max-nr value has been hit.

However, once those Oracle processes exit, the file desc usage count drops
accordingly.
