I have pushed an updated libselinux for rhel6.6 into

http://people.redhat.com/dwalsh/SELinux/RHEL6

If you install this version of libselinux into your rhel6 base image, I believe
the useradd/groupadd problems will go away.  We plan on adding this version to
any docker images for rhel6 that we ship even prior to the release of rhel6.6.
