golang-1.17.7 in EPEL7's epel-testing

Since RHEL 8.6 includes golang-1.17.7, I built that also for EPEL7
(based on the CentOS 8-Stream source package).  It is now in
epel-testing and I expect it to be promoted to epel in about a week's
time.  Please test and give Karma at
