Fedora 21 latest docker container image time zone is set to America/New_York,
which is wrong.

Steps to Reproduce:
docker run -ti fedora:latest /usr/bin/date

docker run -ti fedora:latest /usr/bin/ls -l /etc/localtime
lrwxrwxrwx 1 root root 38 Dec 3 00:58 /etc/localtime ->
../usr/share/zoneinfo/America/New_York
Actual results:
Time zone is set to America/New_York
Expected results:
Time zone is set to Etc/UTC
