Use python2-sphinx or python3-sphinx. python-X are being deprecated in Fedora.
- You should remove the Sphinx build leftover:
# remove the sphinx-build leftovers
rm -rf docs/_build/html/.{doctrees,buildinfo}
Anyway the rest looks okay, package is approved.

Okay I think I have fixed the html file permissions.
Also I improved the packaging with noarch manual and libs subpackages.
