The more I think about this, the more it seems impossible to fix...
(because symlinks will fail to open in a browser and hardlinks are "hard").

For ghc-8.6.5 this is 84KB per package.
While not great, compared to the size of library it is pretty small really.
500 libs adds up to about 41MB.

However we now subpackage haddocks in doc subpackages which are not installed
by default
(ie ghc-*-devel doesn't pull them in), which largely solves the problem for
Fedora completely.
