You probably want to update to 0.1.3, which should build with 9.8 without
needed a revision.

Error: Setup: Encountered missing or private dependencies:
text >=0.11 && <2.1

Otherwise a revision can be done with:

cabal-tweak-dep-ver text '< 2.1' '< 2.2'

in the %setup section.
