cabal-rpm-0.12

Hi, I released cabal-rpm-0.12 to Hackage yesterday, and have built it for
F27+: it should reach the updates-testing repo soon.

The main changes are
- queries Stackage LTS for package versions via https, falling back to
Hackage for packages not yet in Stackage (there is a --hackage option to
ignore Stackage, but Fedora Haskell packages should be tracking Stackage
LTS 9 currently)
- runs cabal update before cabal commands
- devel packages now provide -doc for future forward compatibility

This may be a bit late but I updated the Fedora Haskell entry.
