haskell ghc-8.10 is now in rawhide

in F35 Rawhide ghc has been updated from 8.8.4 to 8.10.5 and
Haskell packages from Stackage LTS 16 to 18.5 versions.

package review for gi-harfbuzz

Hi,
I am working hard on building all the Haskell packages updated for F35
as part of the Fedora Change: GHC 8.10 and LTS 18.
Currently gi-harfbuzz is subpackaged in gi-pango,
but gi-pango no longer builds in the same source package as gi-harfbuzz
so it needs to be moved to a separate package (as it should be anyway).
Could someone please help to review the new ghc-gi-harfbuzz package:

Since Fedora 35 is branching on Tue it is a bit urgent: it is needed by
gi-gtk and gi-gdk.
For the similar reasons gi-gmodule also needs to be reviewed, though it can
only build with Stackage lts-18 (ie in my sidetag for f35):

I would be nice to unbundle ghc-th-compat too, since it will be needed by 3
separate packages:

So if someone could review that too it would be nice, though it is not a
blocker.
