GHC 9.0 for Fedora 37

Hi, I know F36 is still just after Beta and the final freeze is coming next
week,
but I thought it would be good to start preparing already for Fedora 37, so
I drafted a Change proposal for GHC 9.0 and moving packages to Stackage 19
versions of course:

Do reply with your thoughts and feedback, and whether you would like to be
involved in helping out. I am deliberately kicking this off early so that
we have more time to complete the work earlier, rather than a mad rush at
the end: we are fortunate that Stackage LTS 19 was released in good time
for the next release so it is easy to plan ahead now.
