There's no reason you can use the GHC and Cabal packaged in Fedora,
and use Cabal to get whatever Haskell packages you need that aren't
packaged for Fedora.

If you insist on using Stack, Jens Petersen actively maintains a
COPR: https://copr.fedorainfracloud.org/coprs/petersen/stack/
