ghc 9.4 Change for Fedora 39

Hi,

I prepared a Self-Contained Change:
https://fedoraproject.org/wiki/Changes/Haskell_GHC_9.4_and_Stackage_21

The timeline is quite tight but I think it is still possible to land after
the mass rebuild and before the Change Checkpoint: Completion deadline
testable (August 8), also overlapping with Flock.

Let me know if you have any thoughts or concerns.
Not planning any large packaging changes this time around, except moving
some executable packages also to rpmautospec.

Hi Haskellers,

Want to draw attention to the fact that the "bus factor" for the
Fedora Haskell toolchain/ecosystem is currently ~1 (i.e. Jens).

If anyone has capacity to assist with the effort, I'm sure Jens will
appreciate the help, and it will make the situation less precarious.
Please reach out to Jens if you are interested and able to help.

And Jens, thank you for your ongoing Fedora Haskell work, over many
years!

I pushed it to Rawhide before branching, so it is in F39 now.

Only 4 packages failed to build (all leaves).
I have today fixed:

- ghc-aeson-compat: AesonException
   - ghc-cabal-file-th: Cabal
   - ghc-union-find: MonadFail

One pending package is:

- git-repair: UserInfo

If you see anything amiss do speak up or report it please.

Also recently released cabal-rpm to 2.1.2.
