ghc-9.6 for F40

Hi,

I prepared
https://fedoraproject.org/wiki/Changes/Haskell_GHC_9.6_and_Stackage_22
to update rawhide to ghc-9.6, now that LTS 22 was just released.
Let me know if you have any questions, suggestions or ideas for improving
the overall process.
