Fedora 38 GHC

Hi,

Originally I was planning to move F38 to GHC 9.0, but good progress has
been made both in the ecosystem and notably Stackage recently, so I am now
seriously considering to skip 9.0 and jump straight to 9.2 for Fedora 38: I
still need to check that all our packages can build with 9.2, but now that
LTS is also based on 9.2 hopefully that should work. Then we will get more
shiny things in F38 like Haskell GHC2021 and Arm v8 NCG, and plenty more.

If it all looks good then I plan to revise

9.2 and LTS 20 later this month.
