HCAR May 2012 draft

Hi,

I committed a draft of our HCAR submission to haskell-sig.git:

Shakti also suggested having a complete list of the package differences from F16 to F17.

So I created some simple diffs: http://git.fedorahosted.org/git/?p=haskell-sig.git;a=tree;f=packages/diffs

(Probably what we really want is something more like http://people.debian.org/~nomeata/platform.html
but the diffs at least compact and will have to do for now I think.)

I will add the link to f16-f17.diff to the HCAR report and F17 relnotes.
