planning ghc-8.6/lts13 for F31

Hi Haskell SIG,

Well I just finished ghc-8.4 and lts12 for F30 <sweat/> but I am already
starting to think about F31... and hope we can start work on this earlier
this time so it doesn't land it so late this time.

I should really really write down the whole process in a blog post or wiki
page, hopefully I try to do that this time.
And I think I have just got a workaround now to get ghc-8.6 building on
s390x.

Otherwise I would really welcome more help this coming time - I think the
biggest assistance will be if you can check your packages for new deps in
their lts13 versions and start doing package reviews for any new missing
packages.  We should try to reduce any technical debt with bundled library
subpackaging. I tried to get rid of more shared subpackaging for f30, but
due to a weekend before the final F30 beta freeze the hledger ones will
land first in Rawhide.

If you have thoughts do chime in.
