I think we can merge those data to zinnia or ibus-handwrite as a subpackage.

Probably we still need a package to include zinnia format data files converted
from tomoe. It could be a new package zinnia-tomoe or in zinnia self.

I find that this package is not need now.
We already have handwriting-ja.xml and handwriting-zh_CN.xml in fedora and can
be used to generate model files.
