I will try to investigate which other kerning pairs are missing. Thus eekboard should depend on dbus-x11. There are various difficulties here: - parsing of the xkb data files itself will be complex - assuming it is possible to get this filtering to work applications like anaconda will need some subtle or larger changes to support setting of keyboard geometry separately from keyboard layouts.
