It gives a filter error. On my machine, texttopaps is not in /usr/lib/cups. It is in /usr/lib/cups/filter. I neglected to mention that when I ran the texttopaps binary. When I couldn't find it in /usr/lib/cups, I used the find command to find it and run it. In general, CUPS filters are brought up through PIPE. thus, the output should contains PostScript code only. What I can say from that result is PostScript file you attached looks valid.
