That's the config for systemd-localed, and yeah, it might be that desktops are picking that up. I have not actually tested it. Is it really that there is not a consistent configuration file for the Wayland systems? I wonder because from the code, and I have to verify that, we are basically copy configuration files from a specific place in the installation environment to the installed system and I never heard that this logic is not working.
