It is provided by the gnome-software, thus it should be doable. Unless I forget, I'll look on it the next week. It does use PackageKit. The gnome-software as such requires AppStream data for general apps to be shown in the gnome-software. Nonetheless, in the Fedora 42 with gnome-software 48.3 the libreoffice-langpack-cs can be found and according to its interface it looks like a simple package than anything backed up by the AppStream data.
