just tried the following:

1. install F-10
2. create a new account and check if SCIM works
3. yum upgrade to ensure the latest packages installed.
4. upgrade to F-11 with anaconda
5. log into the desktop with the account created at the step 2
6. yum upgrade to ensure the latest packages installed.
7. see current status on im-chooser and .imsettings.log

It works for me.
