Maybe the second line from those release notes could be added to the warning
message. So it would print something like:

Fontconfig warning: "/etc/fonts/conf.d/50-user.conf", line 9: reading
configurations from ~/.fonts.conf is deprecated. Users are encouraged to move
it to ~/.config/fontconfig/fonts.conf.

(That's not the greatest English in the world, but you see what I mean.)
