It is obvious from the description; no need to repeat.  What I was asking was
if there is any good reason we should fix it in ibus-kkc rather than in
gtk/gnome-shell.

In F28 I had to fix bug 1577031 in ibus-skk, because:
- the proper fix would require rework of protocol routing in those components
- it was the first release where the protocol routing was introduced so it's
not surprising that there is such limitation

For this particular case, is there any obstacle that prevents fixing it in
gtk/gnome-shell?
