If I understand it correctly, the problem appears in graphical environment -
terminal emulator.
Key mapping for graphical environment is within xkeyboard-config package, kbd
ships just text
console related stuff.

$ rpm -qf /usr/share/X11/xkb/symbols/fi
xkeyboard-config-2.36-3.fc37.noarch
