I selected French (France) and got a message window no group named
french-support exists.
I answered no and system-config-language crashed.

yes this is still present. If you need to install French language support using
command line then use following command as a root user
yum langinstall fr

Coms has removed some of support for language groups based on below irc
discussion,however system-config-language should not throw an error, it should
change system's locale accordingly
