If I understand this bug correctly then you want to have 2 things
1) Arabic XKB which is represented as just "Arabic" in ibus to provide 2
unicode characters when you press "b".
2) Same for Arabic m17n keymap

Please read it and find that there is no option to have working conjuct
character in XKB keymaps. We can write only single unicode value in xkb
keymaps.

Another thing there are many m17n keymaps. Which m17n keymap I should check?

Also note, all kbd keymaps provided by m17n-db are disabled as they are almost
similar to their XKB keymaps.

I used Fedora 25 machine to test above.
