yeah right I really don't know what icon to use for users of all Desktop
Environments so selected oxygen theme. But maybe I should create new icon or
see if I can copy any existing icon here.

The simple solution is to remove icon file

* should fix your issue,
* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing
system-config-language-2.2.0-3.fc20'
as soon as you are able to.
