I cannot reproduce your problem in Fedora 33.

Did you install Fedora 33 to your disc instead of using Fedora 33 Live DVD?

If I change the language to Korean, both locale.conf and AccountService's
language is changed to ko_KR.UTF-8

% cat /etc/locale.conf 
LANG=ko_KR.UTF-8

% sudo cat /var/lib/AccountsService/users/$YOUR_CURRENT_ACCOUNT
[User]
Language=ko_KR.UTF-8

% gsettings get org.gnome.system.locale region
''
