## Steps to re-produce

1/ Install from Live USB
2/ Get passed the gnome-initial-setup screen
3/ Once gnome-shell kicks in, I see the Error report tooling warning me
ibus-daemon failed to start

I guess `mkdir -p` was failed because there is no /var/lib/gnome-initial-setup
I'd like to know an easy reproducing steps because seems I need to install
Fedora for the initial setup user.

It could __only__ be re-producible with fresh installation
