Minimal reproducer:

1. Boot F33 WS Live and change Format to Danish
2. Restart gnome desktop 
3. Switch Format to US English and restart
4. Runtime format is still Danish.
5. `gsettings get org.gnome.system.locale region` shows 'en_US.UTF-8' (vs
initial '').
   (localectl shows LANG=en_US.UTF-8 only, which I think implies reboot would
fix the issue)
