Description of problem:
The short horizontal line must be at the bottom but currently it is at the top.
see attached and the legend in fontforge say.

Instruction to apply:

ttx -i -a -e NuosuSIL.ttf
patch -p1 < diff
rm NuosuSIL.ttf
ttx -b NuosuSIL.ttx
