For countries where the store is not present, is there the possibility for sending officially-sanctioned design templates to local T-shirtt / merchandise shops for manufacture?

From our experience here in Indonesia and the SE Asia region, we normally arrange for one-off orders for special events (FUDCon, FAD) ... but having some designs permanently available would be nice. Would there be a legal agreement in place to protect RH and Fedora trademarks, or are there some CC-BY designs anyone can use?
