A recent change was announced in http://lists.fedoraproject.org/pipermail/devel-announce/2011-February/000757.html Instead of having to submit your own package for review and prove your expertise by reviewing other packages and so on, there is a easier way now. You can become a co-maintainer by agreeing to be mentored by any existing package maintainer and one of the sponsors will sponsor you based on this agreement to work together. I tried this method and recently Christopher Smart became a co-maintainer to deja-dup and pushed a few updates already via this method (afaik the first person to do so). It took only two or three days of discussions (admittedly a lot of them) for the whole process. All of the existing Fedora package maintainers, interested in getting people to participate can follow the recently documented policy and I would be happy to mentor anyone interested as well.
