ICFOSS was once a pretty good organization. It was started by the
Kerala Government as part of it's mission to embrace FOSS. That mission
was mostly successful. We are taught a lot of FOSS software in schools,
most students are introduced to, and use a fork of Ubuntu, called
Edubuntu, etc. We (FSCI) used to conduct a lot of programs in
collaboration with ICFOSS.
But, they have fallen far from their place. They had a lot of
administrative changes and red tapeing from the govenment according to
them. They've promised changes, but have neveer implemented them. They
talk the talk, but haven't walked the walk for some time.
They've alienated a lot of the community

So, to me, it seems like they are now trying to grasp at the straws and
now offering to help fedora india to make it seem like they are doing
"something" while they still haven't fulfilled their promises made
months ago with the communities that used to work with them, which
included transparency in decisions, projects and funding, which i
believe should be a necessity of a FOSS adjacent organisation.
If what they are trying is just to help promote Fedora in their spaces,
I see no harm. But I'd advise against spending time accomodating them,
as the work done in that is rarely ever mutual.
