sync: add syncing for multi-arch ostrees

This adds syncing for multi-arch ostrees. Tested this out
in stage by commenting out various parts of the script and
running it. See following logs:

Hiya! I'm Rose Dovell, a sysadmin in South Carolina. I'm a big fan of the
project and would like to contribute where I can while learning what
working with a large open source group is like. I have 6 years server
admin experience, a few years of which was managing cloud servers,
experience scripting in ruby, ansible, bash and python, and I'd say my
favourite "subgenre" of infrastructure is devops, specifically writing
scripts that take a system from a base install to a desired state and
automating processes with code, I don't know how useful that will be here.
Let me know if you think of any obvious project to throw me on, otherwise
I'll be looking around helping where I can.

FBR: Restart httpd on bodhi frontends

A developer noticed that the push to batched/stable buttons are
appearing before 7 days are reached. It turns out that httpd hasn't been
restarted on bodhi03 since 2017-10-24 (I didn't check 04), which means
it hasn't picked up the changes made to the release policy[0] for when
f27 went post-beta. This means that all F27 updates are only being
required to be in testing for 3 days. Can I get an FBR to run this on
bodhi03 and bodhi04?
