FBR: Update config to mark primary f28 arches

Hi all, So, I just found that we were actually somewhat lucky in that the f28 push worked, because it checked with aarch64 on the primary location and aarch64 happens to be primary for f28. Can I get +1s to set the primary arch list in Bodhi for f28? Randy is going to work with releng to get it in the branching/bodhi enablement SOP. I also needed to update the name of the modular compose. FBR: Restart collectd

Hi all, So, in ansible commit 2cce3883a34e5366e822fd581455f63344630c8c, Kevin disabled the graphite plugin for collectd. Unfortunately, at the same time, he removed the restart handler for collectd, which means that all of our boxes are still running with the old config, slowly filling up their memory (because they hold on to the data until they can submit it), and entering low memory conditions until collectd is restarted. I'd like to restart collectd with an "ansible all -m service -a 'name=collectd state=restarted'" across the board, so as to force them to reload the configuration. +1s for this? Patrick
