Is it possible to make the first step advisory-only with per-package
opt-in?
Well only packages with tests (and part of Fedora Atomic for now) will be gated
on test results, nothing will change for the others :)
So in one way that is opt-in.
And the list of packages for which we require Atomic CI results is also
hard-coded in greenwave, so we could also adjust it.
