Change freeze for commops-watch IRC fedmsg filter

Hi,

This patch is made because the current commops-watch IRC fedmsg filter
posts almost everything for the repository and makes it a bit spammy.
So modifications are done in the filter so as to listen to new issues and
PRs only.
