Reminder about public test servers

Just a reminder about public test servers.  If you are going to use one
you need to submit an RFR _AND_ get an infrastructure sponsor for it.

Also:

Do not put production services on it.
Do not expect 100% uptime on it. While we try to keep them operational
they would be lower priority than say koji.
Please let us know regularly that it is in use still.
