[PATCH] upstart-0.6.0-branch - init needs to connect to system dbus server

Hi,

if the "initctl list" has to work for a regular user, then init has to be
connected to dbus
system bus. Upstart init tries to connect to system dbus at the start and when gets
SIGHUP signal. So we need to send SIGHUP to init after messagebus service started.

Event "started JOB=messagesbus" is already sent by /etc/rc.d/rc script when
changing runlevel.
