[PATCH] use ip command for vlan instead of vconfig

Hello,

attached patch removes using vconfig from initscripts.

vconfig is considered as deprecated and can be fully replaced by ip command
from iproute package.

I've tested this with common configurations but more tests are appropriated.

Thanks; added on master & RHEL 6 branch. Given that it does change the
config paradigm slightly (no overriding of vlan type), I'm not going to
push it to F-13.
