Last time we had a Fedora IoT test day[1], bluetooth wasn't working
for any pi3 (a,b, or b+)
I'm having a hard time finding the bugzilla for the bluetooth not
working, and I don't remember hearing anything about it being fixed
yet.
So in short, no, I don't think it's your hardware.
