We had a SIG meeting and managed to agree on few simple changes to the
guidelines:
 * Use of maven 3 is now preferred and maven2 is not to be used in new
   maven spec files
 * We also added use of jpackage_script to generate wrappers

Meeting minutes are available from meetbot[1]. FPC ticket for approval
of new guidelines is open[2].
